India’s public sector was born out of necessity. It was built to do what the private sector could not. It did create steel plants, power stations, mines, refineries, banks and transport networks in a country that had just emerged out of colonial rule with little industrial capital and a shallow corporate base.
Nearly eight decades later, that role is being rewritten.
