Campaign signs outside the Highland Park, Illinois, library. (Lynn Sweet/Sun-Times)

Outside money surged in the last days of the Illinois congressional primaries with two things for certain: in the Tuesday vote, two incumbent members of the Illinois congressional delegation — one Democrat and one Republican — will be defeated.
