A suspect in the murder of 12-year-old Jocelyn Nungaray in Houston was found to be wearing an Immigration and Customs Enforcement agency (ICE) ankle bracelet at the time of the crime. Franklin Jose Pena Ramos, 26, one of the suspects in the case, appeared in court at Harris County Criminal Court, where it was disclosed that he had the ankle monitor on when the alleged murder took place.
The ankle bracelet was issued to Ramos when he was apprehended by Border Patrol agents after illegally entering the country and subsequently being released from custody. ICE stated that Ramos had entered the U.S. without proper inspection, parole, or admission by a U.S. immigration officer.
ICE confirmed that there is a retainer on Ramos. During the court proceedings, it was mentioned by Judge Josh Hill that Ramos and another suspect, 21-year-old Johan Jose Rangel Martinez, were suspected of trying to collect money to flee the area. Ramos' bail was set at $10 million, higher than the $5 million requested by prosecutors, as the judge deemed him to be an extreme flight risk.
If Ramos were to post bail, the judge ordered him to wear a GPS monitor, be under 24/7 house arrest, stay within Harris County, have no contact with the other suspect or the victim's family, avoid contact with individuals under 18, refrain from possessing firearms, drugs, or alcohol, and surrender his passport.
Ramos and Martinez are accused of luring the young girl under a bridge in Houston, where they allegedly tied her up and killed her. The tragic incident involved the suspects spending over two hours with the victim, removing her pants, binding her, and ultimately ending her life before disposing of her body in the bayou, as detailed by Harris County Assistant District Attorney Michael Abner.
