Tung, to visit Hong Kong for business discussions. Tung, a former governor and billionaire, was associated with the Chinese People's Political Consultative Conference (CPPCC), a key mechanism under the CCP's leadership.
Subsequent emails in 2014 revealed discussions about introducing Chinese business associates to Tung for potential investments and fundraising opportunities. Despite the correspondence, it remains unclear if Hunter Biden facilitated the introduction between the parties.
Tung's presence at state dinners during the Obama-Biden administration and his connections in Washington, D.C., including with President Biden's top climate diplomat, John Podesta, raised questions about potential influence and relationships.
The CPPCC, where Tung held a prominent position, is noted for its role in China's United Front system, aimed at co-opting and neutralizing opposition to the CCP's policies. Tung's involvement in the China-U.S. Exchange Foundation and interactions with American officials underscored his efforts to foster closer ties between the two nations.
Furthermore, Tung's engagement with Historically Black Colleges and Universities in the U.S., including financial transactions with a Black public relations consultant, highlighted his interest in understanding and engaging with diverse communities.
