A locked device is a phone purchased from a cellular carrier that is restricted to that carrier's network until certain conditions are met. Usually, this requires the phone to be fully paid off and active for a set period of service. Unlocked phones can work on any carrier's network, and are thus more desirable. You can contact your carrier to see if your phone is eligible for unlocking.
