Notably, Democrats crossed party lines to support the proposal, highlighting the bipartisan urgency felt by lawmakers to provide aid to foreign allies. The Rules Committee, which is the final barrier before legislation reaches a House-wide vote, voted 9-3 in favor of advancing the 'rules' package.
