Appearing on the cover of Shape magazine, Hilary rocked a pastel blue, winged eyeliner—a classic Y2K beauty look—while keeping the rest of her makeup very natural and cloud skin-like. This meant her eyeliner really popped while still being very wearable.

For any lovers of this look, Kelsey Deenihan Fisher, the MUA behind this look shared that Hilary was wearing Colourpop's Crème Gel Liner in the shade 'Crystal Crush.'
Fisher then paired the statement eye with a minimal, nude look, complete with a warm blush and bronzer and a soft, peachy lip (P.S. Hilary was also wearing Armani's Luminous Silk foundation!). The pastel shade, therefore, grabs your attention and we must say, the shade really complements Hilary's hazel brown eyes.

How to recreate Hilary Duff's blue liner look
As for recreating Hilary's look Itself, all you need to do is to select a bright blue shade (whether that's a gel liner, pencil or eyeshadow) and follow the line of your eyelid, from the inner corner, out to the edge, before giving it a tiny flick outwards—to create that iconic cat-eye shape.
If you're an eyeliner beginner, this might take a little practice but luckily, Hilary's look is quite straightforward. Also, you'd be surprised how handy a cue tip can be for carving out that mini wing!
Then just apply mascara, and keep the rest of your makeup fairly minimal, so that your eyes are the focal point.
