CHANDIGARH: The Punjab and Haryana high court has made it clear that the pension and pensionary benefits are not the bounty of the state and rather it is a constitutional right under Article 300-A of the constitution.
HC has made these observations while imposing a cost of Rs 1 lakh on the Punjab government for causing a 12-year delay in releasing the pensionary benefits of a widow whose husband had died while serving the Punjab’s irrigation department.
