Former judge heads Qld's Star casino probe

A fresh probe into the Star Group's Queensland operations will examine whether people excluded by NSW police were actively encouraged to attend casinos over the border.

The Queensland review will have the full power of a commission of enquiry, terms of reference released on Thursday say.

Former justice Robert Gotterson will be able to hold interviews and direct questioning to Star employees and other relevant people, as well as review evidence from an ongoing investigation by the state's gaming regulator.

He will also be able to review the evidence and findings from a long-running review in NSW into Star Sydney.

"Given the weight of evidence that has emerged regarding the operations of The Star Sydney and the shared governance and operational arrangements of Star Group entities more broadly, it is important the inquiry can seek information from anyone it sees fit," Attorney-General Shannon Fentiman said on Thursday.

The Queensland probe will also examine Star's commitment to anti-money laundering responsibilities, management of high rollers and the use of China UnionPay bank cards to facilitate gambling by Chinese nationals despite currency restrictions.

It will investigate Star's approach to harm minimisation, including whether it's fit for purpose.

A focus on the management of exclusions will take a particular interest in patrons excluded from The Star Sydney at the direction of NSW police, and whether they were encouraged to attend Queensland casinos.

The Sunshine State also plans to strengthen gambling laws before the $3.6 billion Queen's Wharf development opens in Brisbane in 2023.

The Star Brisbane will be operated by a subsidiary of Star Group, the terms of reference state.

The review will report to the attorney-general by September 30.
