Families of children abused by nursery paedophile slam safeguarding failings

  • Families whose children attended a nursery where convicted paedophile Vincent Chan worked are meeting with Education Secretary Bridget Phillipson to advocate for safeguarding reforms.
  • Vincent Chan was jailed for 18 years in February for molesting young children at the Bright Horizons nursery on Finchley Road, West Hampstead, after admitting to 56 offences.
  • The affected families are calling for an early warning system for reporting concerns, mandatory CCTV or body-worn video, a two-adult supervision rule, and stronger safeguards for nursery-owned devices.
  • Law firm Leigh Day, representing 52 families, has sent a legal letter to Bright Horizons, noting that parents had previously raised unaddressed concerns about staffing and Chan's interactions with children.
  • Ms Phillipson stated she would consider the recommendations, building on existing work, and an expert advisory group is developing guidance on digital devices and CCTV use in early years settings.
