Critics of UNRWA argue that the agency has perpetuated the notion that the war of 1948 is not over, teaching Palestinians that their home is in Israel and encouraging them to view themselves as perpetual refugees. The agency has also allegedly allowed itself to be infiltrated and dominated by Hamas, further complicating the situation.
