Shadow Justice Secretary Steve Reed said: “The limp response to such appalling repeat offences prove that the Conservatives are soft on crime.”
David Spencer, of the Centre for Crime Prevention think tank, said: “This is making a complete mockery of our criminal justice system.”
The Ministry of Justice said: “We are making community punishments tougher, tracking thieves with GPS tags and sending the most serious offenders to prison longer.”
