Police allege a white Kia Cerato was first spotted on Sunday, September 6, when officers saw two vehicles speeding along Athlon Drive in Phillip.
Officers directed both cars to stop, but police allege they drove away.
Then, about 1.40pm on Tuesday, police allegedly spotted Quirk-Buckley driving the same Kia along Northbourne Avenue in Lyneham.
Officers activated their emergency lights and sirens, but police allege the driver accelerated away and continued towards the Federal Highway.
He allegedly drove through a red light before the Kia collided with an unmarked police vehicle and a street sign near the intersection of the Federal Highway and Flemington Road.
Police allege the driver, who was on parole, then fled on foot and climbed a barbed-wire fence before officers arrested him after a short pursuit.
One of the Kia's passengers, Jyelan Williams, who was subject to good behaviour obligations, was also arrested.
Police allege the 20-year-old had a set of knuckle dusters in his possession.
He faced the same Canberra court on Wednesday and is yet to enter pleas to possessing an offensive weapon.
