In an interview with FRANCE 24, Rwandan Foreign Minister Olivier Nduhungirehe said his country is "disappointed by the increasingly biased US mediation" in the conflict with DR Congo. He also accused the US of sanctioning Kigali alone while Kinshasa fails to honour the 2025 Washington Accords between the two countries.
Nduhungirehe said the June 27, 2025 agreement between Rwanda and DR Congo, ratified by both presidents alongside US President Donald Trump, committed Kinshasa to a ceasefire and to neutralising the FDLR, a militia Rwanda describes as a genocidal force. Neither obligation has been met, he said, accusing the Congolese government of instead supplying the group with weapons. He pointed to civilian victims of drone strikes, including the French UNICEF worker Karine Buisset killed in March.
The minister voiced disappointment at a mediation he called increasingly “biased”, questioning why sanctions had targeted only Rwanda. According to the UN, 6,000 to 7,000 Rwandan troops are deployed in the DR Congo. Nduhungirehe declined to commit to a withdrawal, arguing the deal is bilateral and that "you cannot have peace with only one party implementing its part."
On June 26, DR Congo filed a case against Rwanda at the International Court of Justice, accusing it of waging a genocidal campaign. Nduhungirehe dismissed the move as "a political manoeuvre".
