More than one in two cigarettes sold in Australia is purchased on the black market, blowing a hole in the federal budget and undermining efforts to reduce smoking rates.

The government's illicit tobacco tsar estimates the black market share of cigarettes climbed to 55 per cent, but could have been as high as 60 per cent, in the last financial year.
