Homeland Security Secretary Markwayne Mullin said the department is "at war every single day" against threats ranging from terrorism and drug cartels to cyberattacks, as he announced plans to change DHS's official seal to reflect what he described as a wartime posture.
The redesigned seal will depict the eagle turning its head toward a bundle of arrows rather than the palm branch it currently faces, a change Mullin said symbolizes a shift from peace to war.
