A 12-year-old girl weighing just 47lb was found so severely malnourished that she needed a feeding tube and a wheelchair, South Carolina authorities said, as they confirmed they could not locate any education records for her after kindergarten.
Chiquitta Dawkins, 43, has been charged with unlawful conduct toward a child following the discovery in Bowman, according to the Orangeburg County Sheriff's Office.
