Democrats and the White House struck a spending deal on Thursday that could prevent a partial US government shutdown.

The discussions come after two protesters were killed by federal agents in Minneapolis, increasing pressure on both sides to act. Democrats blocked a bill on Thursday to fund the Department of Homeland Security, saying they want new rules for US Immigration and Customs Enforcement (ICE).
