The two daughters of a beloved grandfather who was murdered in a London park in a random and unprovoked attack have called for a comprehensive review into the handling of his killer by police and care services, saying: “We believe there to be critical failings that allowed this to happen”.
Mark Carroll, 55, was killed in April 2024 when Rasheed Rahman signed out a knife from his supported living accommodation and used it to stab Mr Carroll in the back as he walked in St Martin’s Gardens, Camden, with a friend.
