Scotland’s council chiefs have made a fresh pay offer to workers in a bid to end a dispute which has seen rubbish pile up in the streets of Edinburgh and now is set to close schools.
Cosla, the organisation which represents Scotland’s 32 local authorities, said a fresh “firm offer” had been tabled after what it described as “productive” talks with unions.
