A woman who "fought like hell" to survive a shark's mauling has inspired her government, whose latest beach protection efforts include controversial measures.

Leah Stewart's comeback from a shark attack is a moving story, NSW Acting Premier Prue Car said on Monday, before outlining her government's latest plan.
