The merging of the social justice and housing briefs in the Scottish Cabinet is “deflating”, the director of Shelter has said.

Shirley-Anne Somerville was appointed Social Justice and Housing Secretary in the Scottish Government by First Minister John Swinney on Wednesday as he reshuffled his top team.
