College Covered Flock Cameras After Company Refused Removal; Workers in Unmarked Cars Kept Taking the Covers Off

Elgin Community College covered six Flock Safety surveillance cameras with black bin bags and cable ties after the company refused to remove them, only for workers in an unmarked vehicle to repeatedly take the coverings off, according to the college's president.

The unusual standoff began in late 2025, when the Illinois institution tried to end its arrangement with the surveillance technology provider. President Peggy Heinrich said the company rejected an initial removal request and did not respond when officials offered to pay the remaining contract costs.
