Pulisic will get his preferred move to Italy after turning down an offer from French giants Lyon last week. He had just one year left on his contract at Chelsea.
The United States captain was keen to leave Stamford Bridge having played a bit-part role for the last two seasons.
He joined Chelsea in a £58m deal from Borussia Dortmund in 2019 but has struggled to establish himself as an automatic starter, scoring just 26 goals in 145 matches.
Pulisic will now join Ruben Loftus-Cheek at Milan after his £14m move a fortnight.
His former Chelsea team-mates Olivier Giroud and Fikayo Tomori also play at San Siro.
