New Delhi: The Central Administrative Tribunal (CAT) on Monday refused to stay recent order issued by the Directorate of Vigilance (DoV), terminating Service of Bibhav Kumar, Private assistant (PA) to Delhi Chief Minister Arvind Kejriwal.
