Call for peaceful protests to be allowed, not blocked

State and council legal systems intended to ease the way for peaceful protests are instead obstructing and deterring them, a new report says.

Requirements for permits to hold rallies, insurance demands and traffic management costs are impeding the right to lawful protest, the study concluded.
