- Compass outlined the policy as part of a report containing 100 recommendations for Mr Burnham's first 100 days in office.
- Additional recommendations in the report include a wealth tax of up to 10 per cent to fund universal basic income, a 50mph speed limit for fossil fuel cars, and a Danish-style national maternity fund.
- The proposals come as Mr Burnham prepares for his first budget on 28 October, facing significant fiscal challenges including a £4.7bn defence spending shortfall.
