Andy Burnham has laid out plans for devolving power away from London and toward regional governments in his first major policy speech since rejoining the House of Commons.
Burnham used his speech at the Manchester People’s History Museum on Monday, 29 June, to say that he would create “No 10 North” – a new Downing Street operation based in Manchester.
