Burnham to end state pension triple lock from 2030 – what we know

  • Prime minister Andy Burnham announced at the Labour Party conference in Liverpool that the government will adjust the state pension triple lock from April 2030 by removing the link to average earnings.
  • The savings generated by modifying the triple lock will be used to fund social care reform and establish a National Care Service, protecting low-income pensioners from care charges.
  • Burnham confirmed that the manifesto commitment to keep the triple lock unchanged throughout this Parliament will be honoured, and to ensure low-income pensioners do not pay income tax during this period.
  • Under the post-2030 rules, state pensions will rise annually by CPI inflation or a minimum of 2.5%, maintaining value relative to earnings over time while generating significant funds for care services.
  • The prime minister also announced powers for councils to take over poor-quality homes if landlords fail to improve them, alongside lifting the ban on public ownership of water companies.
