Lok Sabha and Rajya Sabha remained adjourned for an hour today as a mark of respect for legendary singer Lata Mangeshkar. Mangeshkar, 92, passed away on Sunday.
In his nearly 100 minute-long reply to the debate on the Motion of Thanks to the President’s Address in the Lok Sabha, Prime Minister Narendra Modi charged the Congress of following ‘divide and rule’ policy and accused the party of committing a paap [sin] and ‘crossing all limits’ by politicising the corona pandemic.
Union Home Minister Amit Shah made statements in both Houses on the attack on MP Asaduddin Owaisi. Mr. Shah said that two people have been arrested and the Home Ministry has sought a report from the U.P. govt. He also requested Mr. Owaisi to accept the proposed protection for him.

Amit Shah speaks on attack on Owaisi in Uttar Pradesh
Home Minister Amit Shah informs the House that FIR has been registered in the case related to attack on AIMIM chief and Hyderabad MP Asaduddin Owaisi. He says, "Mr. Owaisi's tour wasn't planned nor was any information of the tour available with the local authorities." Mr. Shah backs the law and order situation in the State. "Two accused have been arrested and enquiry is being conducted," the Home Minister says. "Central Government had announced protection for Mr. Owaisi, but because of his rejection, neither Delhi police nor Telangana police has been able to provide protection to Mr. Owaisi," Mr. Shah says, adding, "I request Owaisi ji to kindly accept the protection proposed to be provided to him."
Dayanidhi Maran of the Dravida Munnetra Kazhagam (DMK) says it is an insult to the Hosue that the Finance Minister is not present for the discussion. He says Ms. Sitharaman is currently on a TV channel show (India Today) and was an insult to the House.
"She's chosen to inform the country about the Budget through TV, instead of the Parliament," Mr. Maran says.
Opposition members boycott general discussion on Budget
Several Opposition members led by the Congress boycott the discussion.
Union Minister Prahalad Joshi clarifies the Finance Minister was present in the House when the discussion began and now the Minister of State for Finance and two other Cabinet Ministers are present.
However, the Congress and other Opposition members shout from the corridor and demand Ms. Sitharaman's presence.

Opposition protests over the absence of Nirmala Sitharaman
Congress' Adhir Ranjan Chowdhury points out that Finance Minister Nirmala Sitharaman is absent from the House during the discussion on the Union Budget. "It's an unbecoming scenario," he says.
As Minister of State for Finance Dr. Bhagwat Kishanrao Karad says he is making notes of everything the members were saying on the Budget, the Opposition members shout in protest and demand Ms. Sitharaman be present in the House for the discussion.
Chair A. Raja tries to calm the Opposition members and says he will advise the Government on the matter. However, the members continue their protest as the next member speaks on the Budget.
Congress MP Shashi Tharoor slams the Union Budget 2022 saying the announcements of this Budget mask a betrayal by this government of the hopes and aspirations of the people. "Tamanna aasmaan ki this, zameen bhi na mili (we desired for the sky but didn't even get the ground)," he says reading the couplet.
"Partly as a result of the pandemic and party on account of consistent failures in policy making since 2014, the comman man finds itself in an unprecedented state of distress," he says.

PM Modi asks Opposition to work together for India
Prime Minister Narendra Modi says some people object when I talk about fundamental duties. "I am surprised that Congress is now objecting to fundamental duties. Let me quote Nehru ji on duties. He said along with independence comes responsibility."
Quoting a shloka, he says I would like the Congress to introspect whether you have wasted an important moment in history.
Finally, he urges Opposition members to come together and work for the nation together in this moment of Amrit Mahotsav.
The Prime Minister thanks all the members in the House and wraps up his speech.
PM Modi talks about how the people of Tamil Nadu saluted when CDS General Bipin Rawat's body passed by on the streets. "This is my country," he says.
The British has left but Congress still believes in divide and rule and they are now the leader of the Tukde Tukde gang, the PM alleges.
He further says the Congress don't have any intention of coming to power but now they want to spoil everything. They said such things that they will divide the country, he adds.
"No matter what your game plan is, this country is immortal, united and is moving ahead," the PM says.
Mr. Modi quotes from former PM Jawaharlal Nehru's book 'Discovery of India' to argue that despite India's different cultural and linguistic heritage, Pandit Nehru talked of common national heritage.
The British legacy of divide and rule has been adopted by the Congress, says PM Modi as he quotes a Tamil verse of Subramania Bharathi.
Responding to the Oppositions demand of speaking on inflation, Mr. Modi says during the last five years of Congress rule, the country had to face double digit inflation. "The then Finance Minister in 2011 had shamelessly said to people that he didn't have Alladin's magic lamp," the PM says.
He further quotes Chidambaram's comment that "people didn't have a problem in buying a bottle of water for Rs 15 or an ice cream for Rs 20. But people have a problem in giving a rupee extra for wheat". He says the previous government had such insensitive approach towards inflation.
Our government has given priority to control inflation, PM Modi says while noting that inflation has been under 5% between 2014 and 2020.
Despite coronavirus pandemic, inflation has been under 5.5% and food inflation is under 3%, the PM says.
He quotes Jawaharlal Nehru on inflation. Mr. Modi claims that Pandit Nehru, from the ramparts of the Red Fort, said, "Sometimes even a war in Korea also influence us and that's why prices of goods go up and the situation goes out of our control."
This is what the first Prime Minister used to say as he threw his hands up. He would say when something happens even in America, prices go up., Mr. Modi claims.
Attacking the Congress, the PM says if you were in power today, you would have put it on corona, but we are working very hard to tackle this.
Today, in the US and OECD countries, inflation is about 7% and we are not to running away but tackling it head on, PM Modi says.
The Congress has been giving slogans of 'Garibi Hatao' since 1971. But they changed the definition of poverty, he alleges. "And in one stroke of the pen, the Congress changed 17 crore people from being poor to well off people."
Poverty didn't end but after 41 years, the poor threw you out (of the power), the Prime Minister says.
PM Modi further attacks the Congress for questioning Make in India and says they have a problem because it has shut the route to commissions.
To be able to be atma nirbhar in the defence sector is a matter of national service, the PM says. "I know the power of defence deals and such powerful people have been challenged by Modi."
The Prime Minister says some people enjoy creating fear among the youth, entrepreneurs and the job creators.
Many of Indian unicorns today are capable of becoming multi-national companies (MNCs), he says.
Without naming Congress leader Rahul Gandhi, the PM said,"Some people are referring to the enterprising people as variants of Corona," and adds that those who don't take lessons from history end up becoming history themselves.
"Between 1960 and 1980s, some people used to refer to Nehru ji and Indira ji's governments as Tata-Birla government. You are using the same language," Mr. Modi says, referring to Mr. Gandhi's speech.
PM Modi says we have opened up space, defence, drones and mining industries to the private sectors and are removing barriers in terms of compliances. "We are offering a level playing ground to the domestic industry," he adds.
Mr. Modi says, "We have tried to remove the notion that Government decides everyone's fate. We are trying to tell the youth that this is not the case. We can change destiny through collective efforts."
"We do not believe only Governments can solve all problems. We believe in the people of the nation, the youth of the nation. Take the start-up sector for example. The number of start-ups have risen and this shows the strength of our people."
Prime Minister Modi also talks about the importance of multi modal transport, airports, heliports and says all these projects give the maximum employment.
He says, under the Atmanirbhar Bharat abhiyan, whether manufacturing or services, our productivity has been going up and India is now part of the global value chain.
The PM quotes a SBI study about 13.5 MSMEs being prevented from shutting down because of government's policy and how it saved 1.5 crore jobs. Similarly, Mudra scheme and Swanidhi yojana, street vendors have benefited, he says.
Mr. Modi says his government has spent Rs. 2 lakh crore on migrant workers. He also says the PM Gati Shakti will bring down the logistics cost.
Resuming his address, PM Modi expresses his displeasure over the interruptions. He tells Adhir Ranjan Chowdhury that why are you overdoing it now. "None will remove you this session,"Mr. Modi said
The PM further says that we have achieved all this at a time when the global economy is going through an upheaval.
He says India took very important decisions with regard to small farmers and adds that those who have been staying in palaces for generations don't know the problems of small farmers. "If we want to get rid of poverty, we have to focus on small farmers. But these people don't like that"
Mr. Modi says some people are chained in their mindset of slavery for generations and like the laws of 20th century. But they can't fulfil the aspirations of 21st century.
In U.P., the Saryu Canal project was started in the 70s but we completed it, he claims. Mr. Modi also talks about restarting waterways, reviving the Gorakhpur Fertiliser plant. "For you, file was everything, for us, life is everything,"he says.
Commotion in the House
As the PM talks about India's growing exports, Opposition members object. The Treasury benches and Opposition members then shout at each other until Speaker Om Birla intervenes.
PM Modi says the world recognises that the economic policies adopted by India during the COVID-19 crisis have proven to be effective, while adding that India is among the fastest growing developing economies.
Our farmers produced a surplus even during a pandemic, Mr. Modi notes.
He says, "The country didn't allow anyone to die of hunger as 80 crore people have been given free ration."
Talking about the country's exports, The PM says our farm exports have gone up, software and mobile phone exports have gone up, and even defence exports have gone up.
The PM says that some people waited, thinking that Corona (crisis) will drag down Modi's image.
Mr. Modi says some people take the name of Mahatma Gandhi but don't want to see his dreams of swadesh. "When Modi says vocal for local, at least, go through what is the intent," he says.
He says for many years, several States have not voted the Congress to power. "Sometimes I think the way you (the Congress) speak or conduct yourself, you have made up your mind that you don't want to come to power for the next 100 years."
PM Modi says we are celebrating Azadi ka Amrut Mahotsava and the country is entering a phase of amrit kaal. All those who gave up their lives for the cause of freedom, it's the time to remember their sacrifices, he says.
"We are all freedom loving people and it's our nature. Criticism is an essential to democracy but blind opposition is disrespecting the democratic mandate," the Prime Minister says.
The PM notes that India is facing the worst crisis of the century and says many believed that "we won't be able to deal with it". "But we came up with Made in India vaccine," he says.
Mr. Modi informs the House that about 100 per cent eligible people have got the first dose and nearly 80 per cent people have got the second dose.
PM Modi alleges that some people did party politics even during the pandemic. However, when Adhir Ranjan Chowdhury objects, the PM names the Congress and said, "During Coronavirus crisis, the Congress crossed a threshold".
He alleges that the Delhi Government also did the same and made announcements in the capital's slum areas that they should go back to their home States.
"That's why States like U.P., Uttarakhand, Punjab, where the pandemic was not severe, also turned grim," PM Modi says while asking "are the people of the country and these States not yours"?
Prime Minister Modi says India has achieved milestones, while citing the example of houses built under the Pradhan Mantri Awas Yojana. He says the owners of those houses also now come under the category of lakhpati.
PM Modi talks about power connection, LPG cylinders in poor households and says there was a time when having an LPG connection was considered a status symbol.
"If you were connected to the ground, you would have seen these changes," he says while adding that it is unfortunate that many people are still stuck in 2014.
Referring to the Congress, he says they have had to bear the consequences of their mind set. "The people of the country have seen through you," he says. He says that whose who give long lectures forget that they were also in the Government for 50 years.
The Prime Minister points out, "Nagaland voted for the Congress last time in 1998, Odisha voted for the Congress last time in 1995, Uttar Pradesh, Gujarat and Bihar voted you in 1985."
As some Opposition members object to PM Modi's remarks, he says floor of the House should be made for the benefit for the country, not for a party, and that's why we are forced to reply.
Tamil Nadu last voted for you in 1962, Telangana hasn't voted for you even though you take credit of the formation of the State, Mr. Modi adds.
"So many elections have been lost yet you (the Congress) have not lost its arrogance," PM Modi says as he reads a couplet that alludes to Congress refusing to see the reality.
PM Modi says, after the World War 2, there was a new world order. Similarly, after COVID-19 pandemic, there is a new order. It's a turning point and India shouldn't lose this opportunity, the Prime Minister says.
He says, India should be able to put her views on the main table and India should be able to occupy leadership position.
"As we head to 100 years of Independence, we should be able to build new capacities with a new resolve," Mr. Modi adds.
Before starting to speak on the issue, Prime Minister Modi pays tribute to Lata Mangeshkar. He says Lata didi mesmerized, inspired and also united India. "I pay my sincere homage to Lata didi," PM Modi says.

Congress MP Shashi Tharoor says the India Meteorological Department (IMD) has been failing to issue red alerts for heavy rains in a timely manner in the State of Kerala. He alleges lack of preparedness of the IMD for weather forcast.
"Though, Kerala requires 256 weather stations as per the BIS standards, there are only 21 automatic weather stations, of which only 15 are functional," Mr. Tharoor noted.
"I urge the Minister (of Earth Sciences) to expedite the setting up of 100 automatic weather stations in the State as promised by the IMD in the aftermath of 2018 floods."

Read your economic survey for the level of unemployment in the country, only 52 crore people are employed, 42 crore don’t have jobs, he says.
"We are not saying that you invited COVID-19 on telephone, it affected the economy, we are aware of that. Economy is at March 2020 level," he says. "Debt to GDP ratio is 90%, and this won’t be corrected by selling national assets."
He alleges that there was no mention of national security in the address.
"1 lakh forces deployed at China border. Newspapers know, foreign departments know, shouldn’t this be discussed in Parliament? In 1962, Nehru discussed the situation in the middle of a war. We were told that in-camera briefing will be done (on China), but nothing was done," he says.

Anand Sharma (INC), Himachal Pradesh says that the President's speech is just a laundry list of achievements by the govt. "I was thinking, who wrote the President’s speech? Whoever wrote it should be answerable. They did not do justice for the President, it belies the present circumstances."
He says that a rosy picture is being shown, everyone wants the country to progress, a line is being drawn that Opposition does not want it to.
He says, Nehru remained in jail for 14 years, Indira and Rajiv Gandhi were martyred, how can you question their contribution? We acknowledge the work done during Atal Bihari Vajpayee’s tenure also. "We never said Vajpayeeji didn't work, but this govt. says that the Congress govt. has not done anything at all, which is wrong."
You cannot dismiss the work done by previous governments. A country cannot run on single ideology, India did not rise in 2014, it is a culmination of 74 years, he says.
This could be my last speech in the House, please let me speak, he urges the treasury benches. "You were not bequeathed a country that was barren and people didn’t have clothes to wear or which didn’t have a standing in the world."

The Lok Sabha and the Rajya Sabha will be adjourned for an hour on Monday as a mark of respect to legendary singer Lata Mangeshkar after the members pay tributes to her in both houses of Parliament, sources said.
Officials said a decision has been taken that the Rajya Sabha will be adjourned for an hour after Chairman M. Venkaiah Naidu reads Mangeshkar's obituary when the House meets for the day at 10 am on Monday.
In the Lok Sabha too, soon after the House meets at 4 pm, Speaker Om Birla will read out Mangeshkar's obituary and adjourn the proceedings for an hour, the sources said.
The legendary singer passed away in a Mumbai hospital on Sunday morning at the age of 92. She was admitted to the hospital in January after she was down with COVID-19.
Both houses of Parliament are witnessing a debate on the motion of thanks on the president's address and Prime Minister Narendra Modi is likely to reply to the debate in the Lok Sabha on Monday and in the Rajya Sabha on Tuesday.
