A councillor has defended a decision to allow a convicted rapist to keep his taxi operator’s licence - as a Scottish council comes under increasing pressure over the controversial choice.
David Brown, 50, was sentenced to six years and nine months in May for sexually assaulting an 18-year-old woman after she entered his car as a passenger.
