Government housing chief Michael Gove has vowed to "name and shame" those who fail to meet standards following the tragic death of Awaab Ishak.
Yesterday a coroner ruled Awaab's Rochdale home was "unfit for human habitation" with black mould causing the toddler's death just after he turned two.
Mr Gove accused landlord Rochdale Boroughwide Housing (RBH) of a "terrible dereliction of duty", and admitted that poor housing quality disproportionately affects people from Black and ethnic minority backgrounds.
