According to football.london, the Gunners have are aiming to bring in three new players to bolster Arteta's squad in the summer - with a striker and a central midfielder at the top of the list.
Arsenal tried in vain to do business in those positions in January.
However, after sanctioning Pierre-Emerick Aubameyang's controversial exit to Barcelona in the final hours of the transfer window, the Gunners will have to step up their search for the elite No.9 that Arteta craves.
Any deal for Lora is likely to supplement the Gunners summer activity. The 21-year-old full-back has already earned rave reviews for his performances with the Peruvian national team.
Lora's international manager, Roberto Mosquera, has described the Sporting Cristal ace as "an excellent and interesting player".
Leagues in Argentina, Brazil and Mexico are held in a higher standing, meaning that wrapping up deals for players from those countries can be more straightforward than it may initially appear.
However, Arsenal are unlikely to be the only club keeping an eye on players in the region after the recent rule changes.
“There’s been a shift because of Brexit,” lawyer Maria Patsalos told iNews.
“It’s multifaceted. Brexit and the subsequent changes to visa rules to bring in footballers has made it easier than before for players outside of Europe to come to the UK and harder for Europeans."
Arsenal are under pressure to deliver in the transfer market at the end of the season after an underwhelming month in the winter window.
The Gunners failed in their bid to bolster Arteta's squad ahead of the Premier League run-in. And the Spaniard even allowed a number of fringe players to depart the club on loan.
Despite a massive backlash from fans, Arteta defended the work done by himself and Arsenal's technical director, Edu, after the window had slammed shut.
"Edu and his team did a fantastic job and they continue to do that," the Arsenal chief said last month.
"We only want the best players and the best people in this club. When we are in a rush and the reasons are not right for getting a player into the club, we decide not to do it."
