Arsenal, Chelsea and Tottenham are set to be among the clubs affected when UEFA announces changes to their spending rules, but they will stop short of previously proposed salary caps. European football's governing body has spent more than a year in talks with representatives from elite clubs over a new model that would replace the financial fair play system currently in place.
FFP has come in for plenty of criticism for doing little to fulfill its intended purpose of increasing competition by limiting team expenditures. But the new measures are unlikely to put a dent in the plans of Europe's biggest spenders either.
A report from the New York Times states that those briefed on the matter say the new rules will mean teams' football-related spending will not be allowed to pass 70 per cent of their total income.
