ACT public service will need to be more inclusive for people with disability

The ACT public service will need to do more work to support people with disability in its workforce once new laws pass the Legislative Assembly.

A disability advisory council would also be established in the bill put forward by Labor backbencher Suzanne Orr, which is set to be debated and pass on Thursday.

The Disability Inclusion Bill is focused on removing barriers for people with disability and is aimed at putting the onus on agencies to proactively remove those barriers.

It is based on a social model of disability which is the realisation society has to change rather than putting the onus on people with disability

"To date, the law in the ACT has defined disability through a clinical lens treating disability as something that is not normal and something that needs to be fixed or treated," Ms Orr said.

"This approach is outdated; people with disability do not need to be fixed or treated, the expectation and the law need to change."

The bill would require ACT government agencies to develop disability inclusion plans relevant to their organisations and these plans would require agencies to detail how they will adapt their processes to be more inclusive of people with disability.

The disability advisory council would advise the government on disability inclusion and would drive systemic change being sought by the bill.

"To create a truly inclusive ACT we need to challenge and address ableism and identify and remove barriers to accessibility as a community, this bill provides a robust and continuing framework to achieve that," Ms Orr said.

Advocacy for Inclusion acting chief executive Craig Wallace said the organisation supported the bill and the advisory council would be able to provide advice on a range of matters.

"Around 80,000 people or 19.4 per cent of the ACT's population, live with disability while there are around 10,000 Canberrans on the NDIS," he said.

"That is why it is also appropriate that the bill also enshrines the requirement for future ACT governments to listen to people with disability through a formal disability advisory council which will provide advice on a range of matters including the scheme."
