The 8th Pay Commission will start its next round of discussions in Bengaluru on October 7 and 8. So far, the commission has visited 14 venues across the country where it held meetings with hundreds of employee and pensioner associations. The commission has completed around 11 months of its 18-month deadline for submitting its report of recommendations.
Central government employees and pensioners have been eagerly waiting for the commission to submit the report and the government to notify it. Given the progress of the 8th Pay Commission’s work, employee and pensioner association officials have different opinions on when the commission can submit its report and the government can notify it.
Manjeet Singh Patel, president, All India New Pension Scheme Employees' Association, says if the Pay Commission completes all its meetings by November this year, it could submit its report to the government anytime in February or March.
C. Srikumar, general secretary, All India Defence Employees’ Federation, stated that the time limit given by the government to the 8th CPC is up to May 2027, and he expects the 8th CPC to submit its report within the 18-month deadline.
Srikumar says the government can take three to four months to implement its recommendations.
The government notified the terms of reference for the 8th Pay Commission on November 3, 2025, and gave it 18 months to submit its report. If the pay commission doesn’t submit its report by the due date, it may take an extension.
SB Yadav, president, Confederation of Central Government Employees & Workers, says the pay commission is likely to submit its report to the government in May 2027. “The government may take another four to six months to form a group of ministers to go through the recommendations and finally send a resolution to implement the report.
The standard procedure is that a pay commission prepares its report of recommendations after consulting with different stakeholders. Once prepared, it sends the report to a group of ministers selected by the central government. The group reviews the report and can suggest changes to the pay commission. Once the group of ministers clarifies the report, the government notifies it. Employees and pensioners get arrears for the delay in the pay commission’s implementation.

KV Kamesh, general secretary, Indian Railway Technical Supervisors' Association, expects the 8th CPC to complete its report within the 18-month deadline. “We can expect implications at the end of 2027; new pay scales take effect from 01.01.2026,” says Ramesh.
Avinash Rajput, secretary general, Bharat Pensioners Samaj, says that based on the timelines followed in earlier Pay Commissions, the process of consideration and implementation of recommendations can take considerable time after submission of the report.
"However, Bharat Pensioners Samaj has stressed that the 8th CPC recommendations should be processed and implemented at the earliest, without avoidable delay, so that employees and pensioners receive their legitimate benefits in a timely manner,” says Rajput.
What does past pay commission report submission trend suggest
The 7th Pay Commission was appointed in February 2014, but it submitted its report in November 2015. The 6th Pay Commission was appointed in October 2006, but it submitted its report in March 2008. Let’s see how much time the 8th Pay Commission takes this time.
