Ukrainian President Volodymyr Zelensky has approved a new national human rights strategy identifying LGBTQI+ people as a group at heightened risk of rights violations.

Decree No. 1038/2026, dated 12 October 2026, sets policy objectives on discrimination, hate crimes, and respect for LGBTQI+ rights, an official statement said.
