A young man who was found with explosive substances and school shooting plans will be set free after a judge slammed prosecutors for "dithering around".

The 21-year-old, who cannot be named for legal reasons, on Tuesday pleaded guilty in the Victorian County Court to two charges of possessing explosive substances without lawful excuse.
