A council has said sorry to a resident after a three-year delay to planning enforcement left light shining into her home. The woman complained her neighbour had constructed flood lights and two menages, which are areas for riding horses, without permission.
The woman, referred to by the Local Government and Social Care Ombudsman as 'Dr B', said the lights shone directly into her upstairs windows. They also shone into her garden and were 'generally blinding'
Uttlesford District Council, in Essex, was found at fault by the Ombudsman for the delay in deciding the planning application for the floodlights. Fault was also found for not properly considering whether the maneges amounted to development and for not concluding an enforcement investigation into the matter, EssexLive reports.
