As conservative news host and Fox journalist Laura Ingraham interviewed Republican Congressman Chip Roy on his new proposed legislation against the H-1B visa program, Ingraham told Roy that Congressmen from both parties are "culpable" for the abuse of the visa program because a lot of big donors kept the wages at the minimal level and kept on insisting that they could not find any American to do those jobs with those wage levels.
