President Donald Trump's proposed $5,000 'Trump dividend' for adult US citizens would only go ahead if Republicans keep control of Congress in November, and Vice President JD Vance has now indicated that wealthier Americans could be excluded.

The administration has not set an income threshold or final eligibility rules, and Congress would still need to approve the plan before any payments could be made.
