Friends of Jess rushed to send their congratulations on her Facebook page, with one writing: "Can't imagine a more deserving family... massive congratulations."
Another said: "Wowzers Just seen the news! Couldn't happen to a nicer family."
Jess runs the business side of a hairdressing salon along with her sister, and said her dad, who died seven years ago, always played the lottery and dreamed of winning it.
She explained that the last few years had been "hard" and they were "just like many people and families across the country".
She said: "My sister and I have tried to look after the business and the 20 staff, but times are difficult in hairdressing. Joe has been working hard and we have always tried to put everything into doing the best we can for the children."
The beaming lottery winner revealed to her sister recently that she had a secret and Jess explained her sister's first question was "Are you pregnant?"
Jess and her mum arranged to meet in a local car park as she had some big news to share. She explained her mum started screaming when she told her about their win.

Joe said: "The family always ask me if I have a ticket for the big draws. While I don’t play every week, I do a Lucky Dip when there is a big jackpot. Although I don’t feel like I’ve had a lot of luck in the past."
He added: "I looked it up and saw we’d won. I saw how much and I didn’t know what to do.
"I couldn’t go back to sleep, I didn’t want to wake Jess up so I just laid there for what seemed like forever. I spent some time searching for property with no budget limit, which was a novelty!"
