The Treasury Department plans to award a contract to Vongsayam Korsang Co, the winning bidder of its concession to manage and operate the main water transmission pipeline system in eastern Thailand.
The department's director-general Prapas Kong-Ied said the move follows the Supreme Administrative Court's decision on Thursday to refuse an interim injunction against the project.
Mr Prapas said the department would sign the contract with Vongsayam soon, as the issue has been postponed since August.
Eastern Water Resources Development and Management Public Co (East Water) has held the concession since 1994. The Treasury Department called for a new round of bidding ahead of the concession expiration in 2023.
Both Vongsayam and East Water took part in the first and second rounds of the bidding process for the new concession.
Vongsayam won the second round after the first round was revoked because of incomplete bidding terms for the contract.
The department named Vongsayam as the winner in March this year after the company's bid of more than 25 billion baht.
The new concession has a term of 30 years.
East Water petitioned the Central Administrative Court to seek an injunction when the Treasury Department terminated the first bidding round.
The Central Administrative Court issued the injunction on Aug 2, which resulted in the department's postponement of the contract signing.
However, the Supreme Administrative Court overruled the lower court's injunction.
