Viral video shows woman shouting 'who else wants some?' amid reports of racist attack against boy

A newly-surfaced video of an altercation between a woman with a group of children by the River Avon at Conham River Park is being examined by police, who have confirmed a file is being prepared to be sent to the Crown Prosecution Service.

The video shows a woman repeatedly returning to remonstrate and threaten a group of children, who she accused of throwing stones and balls of mud at a boat on the river which contained her and her children.

It was filmed by one of the group of youngsters who was with Antwon Forrest on the day he was reportedly struck by a woman with a paddle. Police say they know 'people’s concerns and completely understand the strength of feeling'.

In the footage, the woman is seen shouting "Who else f***ing wants some?". Holding a long oar, she is shown repeatedly walking into the group to berate the children there. At one point in the two-minute video, she walks away and one of the children shouts after her, at which point she comes back to the group with the oar in her hand and screams: "Who else is having it, eh? Do you know who you're f***ing messing with, and you don't know it. Throwing rocks at kids?"

She returns a third time to the group of children with her arms outstretched, still holding the paddle, demanding to know who had thrown the rocks at the boat. "You're throwing rocks at children!" she said.

This second video has been shared on social media this week, following the fall-out from the first video.

Last week, following the outcry from Antwon's family and a challenge from Bristol Live, Avon and Somerset police said they were conducting a review into the incident and their initial decision to close down the investigation and take no further action against the woman.

That was welcomed by the Mayor of Bristol Marvin Rees, who along with his deputy Cllr Asher Craig, said it appeared a 'bad decision' had been made, in a statement issued earlier this week. They also said a review into police's conduct had to establish whether there had been systematic failings within the force.

Now, with the second video circulating, police have confirmed they are preparing to send a file to the Crown Prosecution Service, and were continuing to investigate what happened. "We’re aware of a new video being circulated on social media relating to the incident in which a 12-year-old boy was allegedly assaulted on a Bristol riverside.," said Ch Insp Mike Buck.

The initial decision to take no further action in the case is already being reviewed, with oversight from a senior officer and the incident has been re-classified as being racially motivated. This new video has been passed to the reviewing officers and they will examine it in detail.

"Our ongoing review will be thorough and comprehensive, and as such will take a bit of time to complete, but we can confirm that we’re preparing a file of evidence for the Crown Prosecution Service. We are listening deeply to people’s concerns and completely understand the strength of feeling this incident has generated. We want our communities to have full confidence in this review process and we’ll be doing all we can to achieve this," he added.
