When Charlotte-Mecklenburg Police officers approached a man and woman who were smoking marijuana at a bus stop on Monday and began to arrest the man, the woman interfered, an officer tried to stop her and a struggle ensued, Chief Johnny Jennings said at a news conference Wednesday.
