'Very low' fine condemned after dog starved and beaten

A man who starved and beat his dog to death has been slapped on the wrist as animal cruelty complaints surge.

Animal welfare inspectors in NSW have reported a significant rise in caseloads in the past financial year as well as a ninefold increase in prosecutions.
