In August, Newslaundry reported how bulk Form 7 applications were being used to target voters in Uttarakhand during the Special Intensive Revision (SIR) of electoral rolls. Across constituencies in the state, thousands of Form 7 applications were filed by BJP workers, with most objections targeting Muslim voters.
In Kichha constituency of Udham Singh Nagar district, our investigation found that 4,390 names that appeared in the draft electoral roll were missing from the final roll released on October 3. Of these, around 670 were voters against whom Form 7 objections had been filed in August, 509 of them by Rajesh Tiwari, a booth-level agent (BLA) associated with the BJP.
