The U.S. Department of Agriculture has published a final rule updating the stocking requirements for retailers authorized to accept Supplemental Nutrition Assistance Program (SNAP) benefits. Under the new rule, SNAP-authorized stores must stock seven varieties of staple foods in each of four categories—protein, grains, dairy, and fruits and vegetables—more than doubling the previous minimum requirement. The USDA said the changes also place greater emphasis on whole foods, increase requirements for perishable items, and prevent certain snack foods from counting toward staple food inventory.
Rule Aims to Expand Healthy Food Choices
According to the USDA, the updated standards are intended to improve access to nutritious foods for SNAP participants while strengthening program integrity. The agency noted that retailers maintaining only the minimum stocking requirements have historically shown higher rates of SNAP violations, including benefit trafficking and other forms of fraud. Since the start of the current administration, the Food and Nutrition Administration has taken enforcement action against nearly 3,200 retailers that failed to meet existing stocking requirements during the application process or after authorization.
New Requirements Take Effect This Fall
The updated retailer standards become effective July 7, 2026, with SNAP-authorized retailers required to comply by November 4, 2026. The USDA said it will publish additional guidance to help retailers understand and implement the new requirements before the compliance deadline. SNAP participants and retailers seeking more information should consult the USDA Food and Nutrition Administration for official guidance on how the changes may affect their specific circumstances.
