The diplomat's visit came shortly after Russian President Vladimir Putin's state visit to Hanoi, although it was clarified that the two events were unrelated.
Last year, Vietnam elevated the United States to its highest diplomatic status as a comprehensive strategic partner, aligning it with major powers like China and Russia. This move was seen as a strategic decision by Vietnam to diversify its international partnerships, particularly as Western companies seek to reduce their reliance on China.
