Thousands more drivers face a daily £12.50 charge from next summer after London mayor Sadiq Khan confirmed the Ultra-Low Emission Zone will be expanded.
ULEZ applies to the most polluting vehicles - typically older cars - and is part of plans to lower emissions levels.
The fee currently covers all areas within the North and South Circular Roads but will be expanded to include the whole of London from August 29, 2023.
Transport for London (TfL) estimates 160,000 cars and 42,000 vans would be liable for the £12.50 ULEZ fee.
But transport officials believe that the expansion will encourage drivers to switch to vehicles that comply with the minimum emissions standards - or use public transport or cycling instead.
Mr Khan said: "Expanding the Ulez London-wide has not been an easy decision.
"The easy thing for me would have been to kick the can down the road.
"But in the end, public health comes before political expediency."
But RAC head of roads policy Nicholas Lyes said the announcement will be "a hammer-blow for desperate drivers and businesses already struggling with crippling fuel costs".
ULEZ was first introduced by Mr Khan in 2019 based on plans laid out by Boris Johnson.
Initially, the zone only covered the area of Central London, covering the same area as the congestion charge.
What is ULEZ?
ULEZ is charged at £12.50 a day and operates seven days a week, except for Christmas Day.
It applies against cars, motorcycles, vans and specialist vehicles (up to and including 3.5 tonnes) and minibuses (up to and including 5 tonnes) who do not comply with the current European emission standards.

If you drive within the zone, you'll have to pay by midnight on the third day following the journey.
If you don't pay the ULEZ fee, you could be issued a Penalty Charge Notice (PCN) of £160, reduced to £80 if paid within 14 days.
You don’t need to pay ULEZ if you are parked within the zone and don’t drive on that day.
Lorries, vans or specialist heavy vehicles (over 3.5 tonnes) and buses, minibuses and coaches (over 5 tonnes) do not need to pay the ULEZ charge.
They will need to pay the LEZ charge if they do not meet the LEZ emissions standard.
